Some sites gives a free images or free designs, is it ok to use it in zazzle or it will consider a steal?

Make sure the designs allow commercial use. Some do, some don't. Some require a link back, such as The Graphics Fairy, some, such as Morgue Files require you alter the image before using. You can use them, just be careful. You should also be aware that there are probably a hundred or more designers using those images.I always do something with them to make them more unique.

There is more to "commercial use" as well. Make sure it's commercial use with platform/POD use allowed. Many photo/graphics sites have different rules.

Some will sell "commercial use" graphics but NOT allow them to be uploaded to "design your own/platform/POD" sites like Zazzle at all.

Some will allow it as long as you add to, modify, or use the graphic as a small part of a larger design.

Some will allow it with no restrictions.

Some will allow it with a quantity produced limit.

Check the "Licensing" / Terms of Use / Terms of Service on the site, and also check it for each individual image.

In addition to what's been said, there's a difference between free and public domain. A lot of things are free to use with restrictions. Which means someone still owns the copyright to them, but they're allowing certain uses. Things like free clipart and wallpaper sites often allow free use for personal use or non-commercial websites, but not for things like Zazzle (plus the images are usually too small, but that's another issue).

Even if something is listed as public domain, make sure it's the creator who has said it's public domain. You'll find on places like Pixabay that there are some accounts that are collections of the work of many creators. Those accounts are often very bad at actually checking the rights. So find the accounts by the original creators, to be sure that they've actually made it public domain.

If using new images, you're best just making your own. You never know with these things. I've seen people put their stuff up on free image sites claiming it was public use free to use for anything, and then try to make copyright claims against people using it. It's risky.
