Payments on hold and 1099 question

I put my payments on hold at the end of 2018 so I never received a payment in 2019. I used most of the earnings towards purchases on Zazzle and still have almost $200 in my account. Does anyone know if I will still get a 1099? I didn't technically get paid, but money was earned/ spent.

If it was over $600 I believe you will get one because even when you spend it here at Zazzle they call it "earnings available for purchases"

It is royalties earned and if it is above the IRS threshold of 600 dollars Zazzle has to send you a 1099.

I'm not sure about this, but I think either last year or the year before, Zazzle started sending 1099's to everyone even if the earnings were below the IRS's threshold. I could be wrong. I sometimes am.

Thanks for the answers. I figured the earnings would be earnings even if spent, but figured I'd ask since I'm confused about whether the money still in my account would count or not since I earned it, but haven't collected the payment.

Colorwash: I'm hoping that's the case because I don't think I made over $600 this past year. I know you have to report royalties over $10 though. I saw in the tax question thread from lasat year that one of the moderators said anyone who earned over $600 would be sent a 1099, but other people said they got one even though they earned under that.
