I've looked everywhere, but can't find a suitable answer to this question; How do you get an illustration or design with white included to print with white and not be transparent?

Well, it needs to be a PNG file because it allows for a transparent background.
And then it will print the white parts, unless you "knock them out" yourself. Just don't make the white parts transparent in your image.
If you're simply uploading an image and then using Zazzle's advanced options > Show whites in images as transparent, then it's not gonna work. You need to make a custom PNG in Photoshop.

Unless you're talking about t-shirts, then you don't get white ink printed except on the black and a few other dark colors.
