How do you make blurr effect on design for notepads,notebooks,etc?

Question,How do you make the blur effect look for your design when designing for paper related products?Notepads,Notebook,letterhead,etc. Where your design covers the whole page,but has a blur effect and you can write on it and see your writing.Thanks for any info! Grin

I have a special "overlay" image that I put on top of it. It's basically a white image that is partly transparent. It helps the main image not show up so strongly.

I use Paint Shop Pro 8 and in the "view" pallet there is a thing called layers in the menues . This allows me to adjust any layer to what ever tranperancy I desire
