Have you checked the Binder Design Tips & Tricks?

Specifically: Binders have a very large designable area (up 8250 x 3939 pixels for the 2" Binder) and require high resolution images. Warning icons will appear in the Design Tool if your image resolution is too low. You cannot post a Binder for sale in the Zazzle marketplace if a resolution warning is present. To eliminate resolution warnings, you can either resize the image smaller until the warning icon disappears or upload a higher resolution image.

Without more info it is exceedingly difficult to help if this isn't what your issue is.
